An autonomous vehicle fleet operator, forming in Los Angeles
SOSIK is being built to acquire and operate a fleet of Tesla Robotaxi autonomous passenger vehicles in the Los Angeles basin. The vehicles are not for sale to operators like us yet. The permits do not exist yet. This page will say so plainly until both change.
What the company is being built to do
Own the vehicles. Acquire and hold title to a purpose-built autonomous fleet, rather than brokering rides on someone else’s cars.
Run the ground game. Depot siting, charging capacity, cleaning, tire and brake service, damage recovery, insurance, and the overnight staffing that a driverless fleet still requires. This is the part of the business that is unglamorous and unavoidable.
Serve Los Angeles specifically. One metro, learned properly — airport curbs, event surges, canyon roads, and the neighborhoods that existing services have been slowest to cover.
Where things actually stand
A record of what is publicly confirmed, so that no one reading this page mistakes an intention for an operating business.
The California Public Utilities Commission approved Tesla’s application for a transportation charter-party carrier permit, a licence normally associated with chauffeur-driven services. A CPUC spokesperson stated the permit does not authorize rides in autonomous vehicles and does not allow a public ride-hailing service. It is a prerequisite only.

Additional approvals from both the California DMV and the CPUC are required before any company may operate a fully autonomous, fare-charging service in the state. As of that reporting, Tesla held a DMV permit to test autonomous vehicles with a safety driver and had not applied for the further permits.

Tesla published an interest form for businesses wishing to purchase Cybercab fleets or provide supporting infrastructure for its robotaxi network. The listed options include fleet purchasing, mobility hubs and infrastructure, and event collaboration. Reporting on the form noted that the role of third-party operators remains undefined.

Not established: that Tesla will in fact sell autonomous vehicles to independent operators, on what terms, or in what order cities will open. SOSIK’s plan depends on those questions being answered favourably, and they have not been.
